On Oregon's producer status list, or behind on registration?

We register you with Circular Action Alliance (CAA) within five business days of receiving two lists, or the Rescue is free. $4,500 for up to two states.

Who this is for

  • Your company is named on Oregon DEQ's producer status list.
  • You've received a warning letter from a state agency, or a notice from CAA.
  • You sell packaged products into California, Colorado or Oregon and haven't registered.

Why it can't wait

In Oregon, DEQ sends a warning letter giving a producer 30 days to fix the problem, then names producers that don't on its public producer status list. Penalties run up to $25,000 a day per violation. In Colorado, a producer that doesn't participate in the program can't sell covered products in the state. In California, participation is required to sell from January 1, 2027, and penalties run up to $50,000 a day. The details are in our Oregon, Colorado and California guides.

Will we owe fees for the periods we missed?

Expect CAA to require reports, and fees, for the periods you should have reported. How it handles those periods is CAA's decision. We prepare the reports from your data so the amount is right. Fees go to CAA, not to us.

How fast do we come off the Oregon list?

DEQ updates its list on its own schedule, so we can't promise a date. We register you, submit the missing reports, and confirm with you once your company no longer appears.

We don't have packaging data. Can you still register us?

Yes. Registration doesn't need packaging data. For missed reports, we use the data you have and documented estimates where CAA allows them. Collecting full supplier data is part of the EPR Office, not the Rescue.

What happens after the Rescue?

You'll have reports due every year. Most rescued producers move to the Filing Desk or the EPR Office for the following year, with the Rescue fee credited. See Services.
