  1. Oregon

    Oregon proposes new fee exemptions and producer rules. Comments close October 30.

    Oregon's Department of Environmental Quality (DEQ) has proposed a third round of rules under the Recycling Modernization Act. They would exempt some packaging from fees, clarify who the obligated producer is, and change the program calendar to avoid a 2027 fee spike.

  2. Oregon

    Oregon's 2027 fees: rates fall across the board, many by half or more

    Circular Action Alliance (CAA), which collects Oregon's producer fees, is returning about $80 million of program reserves through lower 2027 rates. Film drops from 43¢ to 12¢ a pound, glass goes to zero, and two categories turn into credits.

  3. California

    California opens a route to exclude food packaging that federal rules require

    CalRecycle, California's recycling agency, issued guidance in August explaining how food and agricultural packaging can be taken out of SB 54, the state's packaging EPR law, where federal safety rules leave no alternative. One approved notice covers every brand using that packaging.
